Municipal economics

Municipal economics

Well-organized data functions as the basis for the successful management of public infrastructure.

Planning the servicing of construction land is one of the key tasks in the optimal allocation and use of public funds. With many years of experience and expertise, I carefully draft municipal and/or state regulations in this area, so we can find the best possible solutions together.

In my work, I focus both on clients as well as end users.

What Municipal economics encompasses

  • Assistance and advice in settling disputes arising from the categorization of municipal roads
Actual use of municipal roads
  • Managing procedures for preparing the categorization of municipal roads according to the needs of the municipality and the state of land in nature
Road data bank
  • Consulting and assistance in obtaining the approval of the Slovenian Infrastructure Agency (new municipal road categorization, changes to existing categorization, exclusion of roads from categorization, etc.)
Economic public infrastructure
  • Assistance in the preparation of municipal road ordinances

Services in the field of Municipal economics

Regulating the categorization of municipal roads

(preparation of the municipal road categorization ordinance and obtainment of a positive opinion from the Slovenian Infrastructure Agency)

  • The goal is not only to create an ordinance, but also to perform a quality review of the state of the road network, where the aim is to achieve a legally certain ordinance.
  • Coodination with the Slovenian Infrastructure Agency and obtaining an opinion – municipalities often have problems with obtaining a positive opinion, since categorization does not entail simply sorting a particular road into one of the categories.
  • In cooperation with the company DFG consulting d.o.o., we use an interdisciplinary approach where we record the actual situation, establish and manage records, as well as create plans and analyses in the field of transport.

Recording of actual land use under roads categorized as municipal roads

  • Establishment or correction of actual road use records
  • Creating records that can be later on used in other procedures as well (such as land-use change, analysis of road ownership, etc.) and not solely for one of the tasks required by the state

Entry of roads in the consolidated cadastre of public infrastructure (ZK GJI) at the Surveying and Mapping Authority of the Republic of Slovenia (GURS)

  • Preparation of the feasibility study for the entry or corrections of municipal roads and facilities in the consolidated public infrastructure cadastre (ZK GJI)
  • Harmonization of road records between municipal, state and forest roads

Technical regulation of the Road Database (Banka cestnih podatkov, BCP)

  • Editing the BCP after the amendment of the ordinance
  • Management of BCP and ensuring timely reporting to the Slovenian Infrastructure Agency by 15th May of the current year.

Other GIS analyses:

  • Analyses covering road network
  • Simulations of spatial accessibility
  • Safe routes to school, etc.

Analysis of municipal road ownership

  • Unregulated road ownership is a substantial problem in Slovenia.
  • With quality records and cost simulations, municipalities can effectively plan budgets and future land acquisitions.
